Abstract

The investigation and dissertation on the worker´s right to health in the estatal public service of Goiás considered, as a starting point, assumed history as a dialectic process where the real is, simultaneously, unit and totality, where each phenomenon is always a result of multiple determinations and the incidents are always articulated within themselves and are developed through the practice, always being historical and social. Considering the Instituto de Assistência dos Servidores Públicos do Estado de Goiás, Ipasgo as the condition and the objective and concrete research unit where the processes were developed, the relations and tensions analyzed, the research was concentrated on the worker´s right to health in the estatal public service of Goiás and also the redefinitions of the state functions to implement the health policy. In this survey, it was analysed this relation in a social perspective, in a context of capital restructure. The results from the investigative process show us that the origin and functionality of Ipasgo are outlined by a state redefinition context, in a public management rationalization perspective. Its history embraces long run process and socioeconomic and political development standard modifications not only in the State but also in the country, with the verified modifications in the relation between state and civil society, with the social rights and health policy and in the increasing of the neoliberal ideas.
