Abstract

The dissertation defended in the Post-Graduation Program in Social Work of PUC Goiás aims to analyze the execution of the Social Assistance Policy financing by the Municipal Social Assistance Department of Goiania-GO, SEMAS, problematizing about the tense relationship between the guarantee of social rights of the working class and the nuances of a conservative society. In the research on the financing of the Social Assistance Policy, the studies relapsed on the State and social policy in the context of the Brazilian society. And to understand the nuances of the object of study in its concreteness it was necessary to problematize the sources and the application of the financial resources allocated by the three entities of the federation, in the municipal social welfare fund and in SEMAS. The starting point were questions about the execution of social assistance financial resources in the municipality of Goiania, Goiás, in the management from 2013 to 2016, inquiring about the fulfillment of the planning of the actions in relation to the municipal assistance plan and fund In Goiania-Go, based on the sources examined in documentary research. In the analysis of data, the budgetary allocation of the financial resources for the basic and special social protection of the programs, benefits and projects and the execution by the SEMAS during the period under study were analysed.
