O financiamento da escola de tempo integral da rede estadual de Goiás: um estudo de caso

Abstract

This dissertation is affiliated to the research line: State, Politics and Educational Institution. The research has as its theme the financing of the full-time school. The focus is the case study of a school unit of the State Education Network of the State of Goiás and aims to analyze the relationship between the resources received and the expenses demanded in this type of teaching organization. The study presents as a problem to be investigated the value of the Annual-Student Cost for full-time education in Goiás. It is also intended to verify the participation of Fundeb in this calculation. In this sense, the general objective of this research is to analyze the relationship between the public resources received to finance education, the CAQ, the Student Cost of the full-time school - Elementary School of the State Network of Goiás, having as reference a school in Goiânia. Among the specific objectives of the work, it is proposed: to analyze the legislation and legal frameworks of the integral education project in Brazil and Goiás; know the logic of financing education in that State; identify the sources and movement of financial resources specifically earmarked for Full Time Schools; to analyze the relationship between the funds received from Fundeb and the student cost of a full-time school unit in Elementary School II. The research was developed through a bibliographic and documentary study combined with a case study. We support authors who have already analyzed the theme of financing, Fundeb and the full-time school, such as: Amaral (2012), Cavaliere (2002), Gomes (2016), Pinto (2007-2020), Mesquita (2005), Monlevade (2012 ) between others. The information presented in this work is related to the analysis of legislation and legal frameworks that surround the issue of financing integral education in Brazil, with an emphasis on public policies and monetary funds that finance schools with extended time in the State of Goiás. The results obtained show that the student/year value for the final years of elementary school in 2020, should be R$ 7.164,00. CEPI Ismael Silva de Jesus manages the school's own resources, receives complements from the government of the State of Goiás, which are added to the resources received as transfers from Fundeb, PDDE, Proescola as a result, the student/year cost was R$ 5.214,68. Fundeb contributed 90,68% of this amount. In the end, it is considered that the transfer of resources for financing fulltime schools needs to be improved so that these resources are sufficient and improve integral education in the State of Goiás
