POLÍTICAS SOCIAIS E TERCEIRA IDADE UMA CONQUISTA DE DIREITOS E CONSTRUÇÃO DA CIDADANIA NO MUNICÍPIO DE PATOS DE MINAS - MG GOIÂNIA

Abstract

The presents papers, through the categories of hegemony and civil society, the paper of the Social Politics for the Aged one as promotional instance of new institutional spaces of participation in the public spheres and social places. In the cities where it has effective implementation of public politics for the aged ones, the opening of new spaces of deliberation and dialogue with the civil society, with certainty can be verified an important contribution, as much for a bigger transparency of the actions of the local governments and the civil society in the management of the public thing, how much for the valuation of the participation citizen of aged in the processes of taking of decision and the fiscalization of the application of resources for this social sector. Objective still, this work to analyze to the social politics for 3ª age in the Patos de Minas - MG, as well as its referring conquests to the participation accomplishes of the aged one in the society, by means of the specific objectives: a) to identify if the programs they include the aged one in a participatory management; b) to verify if the program subsidizes the participation politics of aged in the fight for the achievement of rights and the guarantee of the conquered rights already; to verify if the program is making possible the preservation of the autonomy, the promotion of the integration and the active and healthful aging. The used procedures technician had been research bibliographical, documentary and of field. For the field research, interviews half-structuralized with aged had been carried through and inserted social assistants in the program and the collected material were analyzed in a qualitative boarding. It was possible to identify some elements that indicate that the programs executed in the city have of some form, given a relatively positive reply to those questions; it has, however some overcomings necessary to make possible the participation conquest, autonomy and integration. In the visited and analyzed programs, the aged ones do not have frequent or permanent chances of if inserting in physical, artistic, playful, educative activities and of leisure, amongst others. All these activities are of great importance to experienciar the process of aging of positive form; however, it does not appear a persistence concerning a conquest of the participation of the aged one, either in the management of the program, either in public spaces of claims. Work was not verified some in a intergeracional perspective, involving the family and the community. All the aged ones affirm to have the control of its proper lives and decisions, of where if it can get a pointer of that the autonomy is preserved/rescued. Although it does not have registers of the contribution accomplishes of the programs in this direction, it is undeniable that it subsidizes in some way this aged attitude them front its daily questions. In synthesis, even so the programs can contribute to promote the participation accomplish of the aged one in the society, this if it finds incipient, therefore not yet if it perceives that it has a contribution accomplishes to consolidate the participation politics of the elderly and still is insufficient the joint of these groups in the defense of rights and the action politics. It has structural limits and impediments for such, happened of a society that beyond marked for an iniquitous inequality, presents an incipient culture politics - inexperience and distance of the participation exercise - resulted of practical decades of authoritarian.
